1. What are those three green lights on top of trucks?
Those are speed indicators. One for under 40kph. Two for 40-60kph. Three for over 60kph. These lights are only found on trucks with load limits of over 5 tons and are required by law. Smaller trucks don't have them. [mtc]
2. What does the "fj" in "fj.life.in-japan" stand for?
"fj" stands for "from Japan." It is not "For Japanese" nor "For Japanese language."
"fj" is the oldest Japan based newsgroup, and the direct successor of junet (Japan University NETwork.) "fj" does not allow commercial posting of any kind.
Language is not restricted, if it is RFC compatible, and posts are on topic. The major languages used here are English, Japanese, French in this order. Most of the other fj newsgroup, Japanese is dominant, but there are occasional English, Chinese, Korean posts.
For administration purposes, Japanese should be used. All these are explained in NGMP, NewsGroup Management Protocol version 6.1, which is periodically posted to fj.news.announce and fj.news.policy. [sm]
